Paper TRV processing time within Canada

Hi All,
On CIC site processing time is 21 days for paper TRV within Canada & currently they are processing application received on Oct 11th 2013.
I don't understand if they are processing Oct 11 application then processing time should be 40 days (last updated date is Nov 20th).
Then why they say 21 days? Did anyone receive visa stamped who applied after 11th Oct?
Please share your comments/experience.

i applied on oct 18 and it reached them on oct 22nd - paper application.
I have not heard anything since.

I applied on Nov 22, reached at ottawa at 25 Nov.
As per CIC site currently they are processing Oct 11 application, so do you think after 2 weeks you can expect your application will be processed?

I am an international student in Toronto. I applied Online for the Entry Visa on October 23rd, 2013 so i can go visit my family in Ivory-Coast. I received a letter from the CIC on November 18th saying to mail them my passport on express to Ottawa office. They received it on November 19th, i saw the signature on my Canada Post app but my flight is for December 18th, 2013 and i cant postpone it or cancel it. When do you think i should get my passport back or is there a way i can go take it back and redo an application from Ivory Coast?

It's just 9 days since they receive ur passport. So don't worry, should be ok.
Also I think you can wait for next few days as you have 20 more days for your flight.
Did you try call their call centre? what they are saying?

They told me to email the ottawa office to let them know i have an airplane ticket for December 17th 9i even should scan it to them) when i called the cic offices. i already did so but did not scan because it is written on the website to not send more than one email lol

I am international student , I applied for the TRV on the 10th of October using the paper application after 30days I got a call from an officer that my application is incomplete because I failed to include a proof of study with my application I was surprise because I included a copy of my study permit believing that should be sufficient enough . She said I needed to get a letter from my school confirming registration . However she said my file would be transferred to an office in the Us precisely the New York office . That the office would be contacting me for follow up but my passport would be returned to me . After 2weeks I have not heard from the New York neither have I received my passport I am so confused And tired of sending emails with no replies I am not even bothered about the visa anymore I just need my passport my flight has been booked for December 15th. Yesterday I sent an email to them asking them the whereabouts of my passport and what steps to follow to obtain the visa I applied for and luckily they replied saying dear client our office has finished their part in your application process your file will be transferred to the office in Los angeles. They failed to give me an answer on the where about of my passport . I need my passport back I am so confused and this is adding to mental pressure . Please has anyone been on this situation before? And how long did it take the office in USA to contact you .i need also need and advice on what to do as they don't reply my emails nor does call centre agents have informations . Somebody please help me out

as per latest update (4th Dec) on CIC they are not processing Oct 30 applications.
Did anyone get their TRV who applied around Oct 25?

Can't understand why they posted inaccurate timings on their website. For TRV online application, it says they are processing applications submitted by the 15th of November...obviously that's not true.

how about if you send them a email with scan ticket. will that help?

seems many ppl on same boat like me .... i am on work permit atm in Toronto...and sent my TRV application on oct 21st. they received it on oct 23rd....sent them an email asking the status on nov 17th. as i had flight booked for nov 25th. they replied saying its in process and cant confirm when it will be ready. so i canceled my ticket .now i m seeing on website that they are processing application received on oct 30 but still not go my passport back. i sent another email to them requesting status of it. lets see when they reply and what they say. hopefully we all will get our passport back soon.
