Paper application sent to Vegreville no longer open!!!

Hello, everyone!
One of my friends applied to change his status for a visitor to work permit. All things were done but he sent it to CPC Vegreville instead of Edmonton new CPC Office. He asks me for advice and I have no idea to suggest him.
Could you guys give me some good tips that I can help him?

1. Well it is either coming back, or being forwarded to Edmonton.
2. I would suggest that he send a new application to Edmonton.

Correct, they will either get it back in the mail eventually, OR it may have been forward to Edmonton. Given it takes a while to receive AOR, and it also takes a while for mail to return to sender, he is better off sending a fresh application to Edmonton with a letter of explanation (just in case they did get the first application).

Like someone already said, they will either send it back to your friends address or redirect it to the correct office.
But with that said, if I was your friend, I wouldn't wait. I'd rather all the documents again and send them to. The correct vo
