PAL in this forum generally referred to Provincial Attestation Letter (related to study permit). I have never seen IRCC use PAL for pre-arrival letter. As IRCC website: Study permit: Get the right documents Provincial attestation letter or territorial attestation letter - Canada.ca A provincial attestation letter (PAL) or a territorial attestation letter (TAL) is a letter provided by the province or territory where you plan to study.
