Ielts is necessary to send with docs to CIO whereas you can send PCC lateron to [CHC]. Below is the table from where you can understand the NOC cap.

i have a friend who is going to canada soon. can he deliver my documents to cio office. do they take documents by hand instead of courier. if yes i can save money of courier

I think you can do that. Make confirm from others as well. But I would recommend to send it by courier. It will take 6-7 days to reach docs there safe & secure. It will cost you only Rs 2500 - Rs 3000. Try DHL, Gerry's Fedex. Sometimes even close friend don't bother to deliver docs safely to destination. I am sure You'd not afford to take any kind of risk, would you? I have had somehow similar bad experience in the past.

Ofcourse this is a long wait but what else you can do. I hope you will hear some good news after mid january 2011. No need to email to CIC at this stage. Your case has been in long queue like many other. Have patience.

CIO sydney recieved application = 25th Nov 2009
Documents request = 28th Jan 2010
Application transfered to London = 4th Feb 2010 (I have got two dates on my status of transfering application to london, other one is 27th July 2010
Documents sent to London = March 2010
Letter recieved from London = August 2010 (in which they have stated that london office will do assessment again and if u dont have responce in 8 months contact us etc)
