Paid less than the minimum wage for my profession. Am I still eligable for PR???

I am and Interior Designer in BC. I have been working for this company for about 18 months but I had not been receiving the minimum wage for Interiors Designers in BC even though I was working with this title all along. I am now receiving the minimum wage since March 2014 BUT my work permit is going to expire in April 2015. I am afraid that I will be rejected if I apply too soon (before I hit the 1 year mark since receiving the right wage). If I wait to hit the one year mark it will leave me with a little less than one month before my permit expires. Assuming I wouldn't hear back immediately about being "in process", I could technically have a window where my Visa has expired and I still haven't heard back?

Plus I'd have to apply for the open work permit while I'm waiting which is fine but I also hear that takes a month or 2 to come through.

Anybody have any thoughts? ::)
