Paid internship: How to prove?

Hey guys, bit of an unusual situation and I'm not sure how to go about this...

One of my work experiences is a 4 month paid internship. In Belgium there is something called IBO created to stimulate the hiring of young people without experience and basically it works like this: The Belgian government gets companies to train you as a (in my case) web developer and they pay your monthly wage for 4 months, after which said company has to hire you, and therefore pay your wage for at least 4 months.
The contract states that they were only allowed to let me do work that was related to training me to be a web developer.

I contacted the company and they are very reluctant to write me a reference letter because they say officially I never worked for them (it doesn't help that we are not on good terms), as it was just an internship and on my pay slips it says my employer is the Belgian government (although my pay slips do mention the company I was working for too). Any advice on how to document/prove this work experience?

Well, in many other threads several people have faced issues in obtaining the reference letters. A work-around should be that you get a reference letter from a coworker at that company --> get his business/id card (if he/she still works there )--> get it notarized and attach it with a copy of your email correspondence with the HR showing that they can't issue the letter. Then you can explain this in a LOE. Also if possible, attach your offer/appointment letter, salary statements etc.
