The PA received their COPR but the accompaning dependent hasn't yet submitted their passport. Dependent is in a different country. They still have time to submit.
While the dependent is in the process of submitting their passport, can the PA become a PR by way of attending IRCC office as they are already in Canada.
Is there any rule that requires the PA to wait till the dependent is also issued COPR?
