I got approved for my OWP yesterday march 7th and in the email I got the document number. Can I start applying for jobs or should I wait until I get the actual work permit in the mail?

You can and should definitely start applying for jobs now. It will anyways be a few weeks before you get calls for interviews and and another couple of weeks before you reach the stage where they require you to submit copy of your work permit. Employers don't mind if you haven't received your permit hard copy yet as long as you can convince them that by the time they require you to start at the new job, you'll have all the necessary documents.
