OWP after inland spousal sponsorship. AOR received after one week?

Hello everyone and thank you all for the huge help during the whole process of submitting my PR application under Spouse or Common-Law Partner in Canada class.
I am the sponsored person, my partner is the sponsor.
I submitted online my application on Dec 9th, 2022.
Today, my partner (the sponsor), received this email from IRCC (I replaced actual numbers with X):

Subject: Immigration, Refugees and Citizenship Canada: Information about FXXXXXXXXX Correspondence Id: 2-78XXXXXXXXX

UCI: XXXXXXXX
Application No.: FXXXXXXXXX
Quote these numbers when corresponding with our office.

This is an automated message. Please DO NOT RESPOND to this message.

Dear "Sponsor's name and last name",

This confirms that your application to Sponsor a Member of the Family Class has been received by Citizenship and Immigration Canada (CIC) on 2022/12/09 on behalf of the following member(s):

"my name and last name".

And a series of link to check "What happens next", "Check status of your application" etc..

My questions:
1) is this the AOR, since contains an application number that starts with "F" like IRCC states in the official guidelines?
2) is it possible that I received it after one week (while reading other members' posts it should take 1-2 months)?
3) if it is the AOR, can I proceed with the OWP application (since with the new mandatory online procedure you must wait for the AOR before you submit it)?

Make sure to pay the correct amount for the OWP ($155 + $100).

I was going now through the process to apply for the OWP, I prepared and uploaded all the documents, and now there's another issue, hope someone can give me some advice.

During the PR application, I paid the PR fees AND the OWP fees (both 100$ + 155$), so I have a receipt for the total amount (PR + OWP).
BUT the online process to apply for OWP has as a final step the payment of the fees, online, and I can't choose to upload a receipt for already paid fees.
So, it seems the only option is to pay the fees again (twice) to complete the OWP application.
I can upload supporting documents (receipt) before getting to the payment but this doesn't let me skip the payment at the end to complete the process and submit it.
Did anyone had the same issue before? If yes, how did you solve the problem?

I had a similar problem but it was for the Biometrics fees, I paid them twice anyway and included a letter with the OWP application (online, not paper) explaining I had already paid for the biometrics in the PR application and to please advise how to proceed with the refund, and included the payment receipts for the PR sponsor application. Still waiting on any update for the OWP

How can we apply for the OWP?

We have received the AOR already and just not sure how to go about with applying the OWP.
