My papers are ready for submission for Canadian Citizenship Application. I owed $2,500 tax year 2017 and preauthorized my payment for 12 months. Currently, i have $408.00 balance and will be finished paying on April 2018.Should I fully paid my balance before submitting my requieremnts? Or I can send my application right away? I hope someone can help me. Thanks in advance.

My understanding is that this is not an impediment to applying for citizenship.
 
You are paying for your tax owning in instalments so there is nothing wrong with that. There's no need to clear the balance prior to submitting the application.

You should have filled the taxes, it does not matter if you owe them. it should not be in collection

S/he did file for tax and is currently paying with preauthorized payment. S/he can go ahead with the application.
