You can never be migrate to Canada as a student. You can apply to come study in Canada as an international student. I would recommend retaking your IELTS.

just suggesting that you can try for UK STUDY VISA , there is possibility with these ielts scores

I'm stuck similar to your kind of situation I have overall 6 and 5.5 in 2 bands, I see you posted this a year ago could you please share if you applied with the same score

Canada requires minimum 6.0 in all module. Not to discourage.

Also if you are lucky, you may get the admission and the visa, but it requires lot of time and patience and offcourse funds

Visa is toughest part....All the best...
Canada needs more funds, hopefully most of student viza will be approved
