I have an outland spousal sponsorship application in final process, and i have a TRV . my question is : can i get my permanent residence while in canada , don't need to come back to my birth country ? and how i will get it . thanks you

You will become a PR (after your application has been approved and are issued your ECoPR) in Canada. You do not need to return to your birth country.
