Outland spousal application New Delhi visa office for spouse residing in UAE

Hi all,
I am new to this forum and would like to know about a particular situation. I am staying in canada and sponsoring my husband currently residing in UAE .He has Indian nationality so I chose New Delhi visa office for processing his case as it is faster than Abu Dhabi. When they ask for his passport submission in New Delhi visa office it keeps passport for 3 to 6 months at times before stamping. Is there a way out where he can get his passport returned faster as he cannot stay in Dubai without a passport for so long. Does the New Delhi visa office return passport faster if he is working in Dubai and has to return there to pack up ?
