Outland Sponsorship from Netherlands to Canada

Hello, what a relief to find a forum like this!

I have a few questions regarding outland sponsorship..

My boyfriend is Dutch, we have been living together in The Netherlands for the last year and a half. I am a Canadian student doing an online program through a Canadian university and graduate in May. My boyfriend can work anywhere as he works online, but will have to go back to Holland once in awhile to work with colleagues. We want to move to Canada in a couple of months, with him of course keeping his residency in Holland, but spending as much time as possible with me in Canada.


1. Is it worth applying now for an outland sponsorship now, while still a student, or do our chances greatly increase once I am graduated and working?

2. Considering the changes that have been made to the immigration process... Do the outland sponsorship applications from Holland still go to Vienna? I have found some conflicting information in my research, suggesting that all outland applications now go to Mississauga, which seems redundant.

3. If outland applications do in fact still go through Vienna... I have read that the average global wait times are up to 17 months, with the fastest being 7 months. What are people's recent experiences with Vienna wait times (Dutch, or another Western European)? Would I be wrong in assuming Vienna wait times are closer to the 7 months?

4. While I know that he can't 'live' with me when applying for an outland sponsorship, we are thinking that considering the shorter outland wait times, and his periodic visits back to The Netherlands (once or twice a year), we might be able to do so. His permanent address would remain in NL of course. Does anyone have any experience doing this?

As long as you're not receiving social assistance there are no financial requirements to be met for spousal sponsorship, therefore this should have no bearing.

2. Considering the changes that have been made to the immigration process... Do the outland sponsorship applications from Holland still go to Vienna? I have found some conflicting information in my research, suggesting that all outland applications now go to Mississauga, which seems redundant.
All applications are submitted in their entirety to Mississauga, from there IRCC decides where to send it based off the applicants nationality, as this isn't something you have any control over, don't worry about it.

The 17 months is non-sense bureaucracy so IRCC can ignore you until past 17 months. If you get Vienna as your VO, great! Vienna (along with Ottawa and Sydney) is one of the fastest VO's with processing times less the 6 months being quite common.

I'm not familiar with the Netherlands, are they visa exempt? If so it should be very easy for him to come and 'visit' you, and applying for visitor extensions if required.
