1. No. That would be lying and thankfully through my research, legal advice and this forum, legal status doesn't affect a PR application.
2. Although undocumented he can still apply to receive a police/FBI check as it's unrelated to immigration. We're actually waiting for one right now.

Interesting that his illegal status makes him inadmissible as a visitor, but has no detriment on him becoming resident.

I guess it's because of the purpose.

Visitor status = boarder patrol officers need proof you're gonna leave after your stay, and with his previous immigration history, there's no strong evidence that he'll do that.

PR = its purpose is to remain in Canada.

Well as long as the first time he crosses into Canada is also his last, I guess it would be fine.
He can’t go back to America though.
He more than likely wouldn’t make it through.

I wish there was a guarantee yes or no but it seems like through the info here that it most likely is gonna be a no he can't enter as a visitor. I also don't want to risk it and have him sent away.

Absolutely. Hence why I came here for research and different opinions. I'm at the point though where I'm wondering if I should contact a lawyer. I'm scared I might miss something or do something wrong.
