Outland application while out of status?

Is it possible to submit an outland application while in Canada and out of status?

I personally spoke with someone on here who has applie Outland and out of status and this person now has her PR, from what I know if you get called for an interview you have to leave the country and you need to leave once PR is approved then come back in the country so you can br stamped etc

. you have to look up your visa office it's usually faster from Outland, which country is he/she from?

Tunisia.... so the VO in Paris which seems to have the quickest processing time.... Our inland application has been in since September 2014....
trying to decide if we should wait or withdraw our application and submit an outland one.... :
