Outland application questions

I just would like to know if I can apply outland and stay here while my application is in process.. Do I need to apply for visitor or student to have a valid status? Can I send the work permit the same time than my application or I need to send it later?

yes to #1...yes, absolutely to #2...and for #3, I'm not sure if you can apply for a work permit concurrently with PR apps, but always always always, make sure you have legal status in Canada (visitor or student visa) if you are going to stay here while your app is in process.

i was wanting to change my visit visa into a work visa, while my app would be processed in Buffalo, but later was told that I couldn't do that (it's posted somewhere on this forum). So, yes, you can stay while you have an outland app but can't work. For your mailing address you use the one that you're staying in Canada.
