Outland application for inland applicants, will the application be processed in the applicant's home country or Canada?

I am confused about this, I read articles that point out for outland application, the documents will be removed to the applicant's home country for review. I am wondering if this is true if the applicant is in Canada under a visitor visa.

IRCC can process at any country office worldwide regardless of the type of application. You don't have any influence over this, IRCC decides based on whatever reasons/processing issues they have.
