It did. Under a headline for residents of canada, it stated that if I have a mailing address here, I could send it to cpc ottowa.

“Residents of CANADA
If you have a mailing address in Canada and all your accompanying dependents on your application are currently in Canada and plan to be in Canada for at least three (3) months, you may submit your passport(s) and photos to the Case Processing Centre in Ottawa (“CPC-O”). You are required to send your document(s) together along with a copy of this letter by mail or courier”

However I’m not sure if I qualify as a resident under the official definition. Do you have any idea regarding the same?

All it means is that you are in Canada.

Yes. I had change my address and notify my visa office about wanting to submit my passport in Canada. They got back to me with 3-4 working days. Have since completed all procedures and landed

Thanks for your response my husband just did his medical inside Canada awaiting results hopefully all goes well and we hear from IRCC soon. When you sent your passport to Ottawa how long did it take for them to return it to you?

About 10 days including the long weekend. I did my medical in may and got my passport request in a month, so should be nearly the end for you too. Good luck!
