Outland applicant lives in Canada on work permit..can I extend it?

I live in Vancouver Canada with my common law partner. It's been 3 years for my relationship and it's been 5 years since I came to Vancouver. I am holding open work permit (post graduate work permit )
I live in Canada but I will apply outland.

1)Can I apply for work permit during the PR process before my permit expires ? (Feb 2017)
2)if so at what stage should I apply? after sponsor approval etc ?
3)is it applied online or paper with the PR application?

You only qualify for an open work permit if you apply inland.

If you are applying outland and wish to extend your work permit, you'll have to qualify for the work permit extension independent of your PR application (e.g. through obtaining an approved LMIA).

Thank you for the respond. So I need to apply generic TRV if it is needed ? Or are there other type of visas for PR applicants ?

you can apply for work permit if your work would sponsor you for LMIA.

or apply for change of status before your PGWP expired.
