Out of 24000/23000 quota, only 4,809 ITA are issued till june for FSW EE?

As per mid year report, out of 24000 quota only 4,809 ITA are issued till june for FSW EE? Is my understanding correct?
I read somewhere that FSW EE quota is around 24000

FSW planned intake for 2015 is between 47000 and 51000. It can be through EE and by processing past applications. Expect most of those in 2015 from processing past applications.

No - your understanding is not really correct. The quote includes all applicants who will be issued PR visas this year. This includes skilled worker applicants from past years who are still waiting for their applications to be processed. So the number of ITAs issue this year isn't really that relevant.

It includes all applicants (PA and spouse/common-law partner/dependent children) for FSW and FST.

Note that any future draws will be targeting 2016 immigration counts though the target for 2016 is not published yet.

So 2015 target numbers are irrelevant in the discussion for future draws.
