SO I suppose your mileage may vary by VO, perhaps even 'visa officer'.
We applied online for a Visit Visa for my wife's sister (Manila office). Well, "she" did but we assisted tremendously with uploading all the docs. She has strong ties to home i.e. husband, 4 children, 2 land titles, family SUV, employment (with letter confirming such), and bank statements. Purpose of visit was simply 'to visit US' including newborn (not yet delivered) and we would ALL go back to PH at the same time, "us" when we go for our holidays/parental leave. Total length of stay in Canada, approx 2 months.
Completed submission shortly after midnight EST, (say "lunch hour" in PH).
When we woke up . . . already received notification of 'refusal letter'. We're NOT devastated by any means, nor do we wish to start a Public Inquiry into the matter. Refusal in short states they don't believe she will leave at the end of her stay and not to re-apply unless the situation changes "substantively". I suppose there is some "big picture" within which some flags unknown to us were raised. (Although we don't see it.)
Go figure! Just beware fellow 'visit' applicants, this is "much LESS" of a right than 'family reunification'. And remember "life isn't fair"!
