Am in Montreal about two weeks now. I have submitted my basis of claim a week ago,if I should cange to Ottawa,which province is going to be in charge of my hearing. Quebec or Ontario? My hearing was supposed to be March 1st 2019.
Are other provinces also getting postponements?
Which province is advisable for non French speaking as I am and can have access to job easier and cheap housing.

Your question has already been answered. Immigration is not done by province. Moving provinces won't mean you'll get a faster hearing. If you only arrived 2 weeks ago a March 2019 hearing seems very early compared to the timeline other people are receiving.

I am after the province that is favorable for job and affordable housing other than Quebec

Ok, is it possible to relocate to another province and leave my hearing in Montreal so I only do change of address as French language is a difficult for me? Thank you.

All - I will be arriving in Ottawa in Nov 2nd week to settle permanently,earlier i had done my soft landing in April in Toronto.
