I dont think it is a number readily given out. You can e-mail them - they are usually pretty quick at getting back.
 
It says we should call them if we applied before September 1 through Buffalo. 1800 number they have given does not go through from usa

There is no call centre in Ottawa. The call centre is in Mississauga. I would e-mail, if you know for sure it's Ottawa you're supposed to contact. ottpilot-immigration@cic.gc.ca

On the same thread, someone also suggested a three-way call; have someone you know in Canada call CIC, then add you to the call

The 613 number stopped working early last year.

Email is now the only option if you are outside Canada.

I've done the three-way call (I am in Australia, I called my mum in Ontario who then called CIC). Just an FYI, if anyone does do the three-way option, I have a few suggestions:

1. Whomever is making the call for you from Canada, have them put down the phone and walk away. They should not be on the phone at all. If CIC hears another person they will hang up on you (I know this because my dad picked up the phone and as soon as the agent heard him speaking she clammed right up and refused to speak to me).

2. Do NOT let them know you are on a three-way call. I believe it violates privacy rules because someone could be on the other end listening.

3. Be prepared to wait a long time and have the call hang-up on you for no reason. It took us 4 tries to get through and stay connected.
 
Call early like as soon as they open.

It works, I called in Jan 2013 and talked with the CIC from USA.
