I also really hope they could announce that we can submit application forms online, and send the rest of the support documents after the online form is approved. A lot of people make mistakes in their forms which would waste both their and CIC’s time, by having online application it could save a lot of time and resources
Good Point! An online application would be an efficient way. Why didn't anyone think of it up in CIC?
It might costly a bit to have the program up and running, but in the long term it saves time and manpower.
I think IRCC use paper application deliberately, a better way to determine whether you are in Canada or not.
Will the 3/5 rule be effective from tomorrow? Or tomorrow's announcement will inform us about a date when it will be effective from ?

They will probably announce the date it will be effective on.
They released an official news release on June 5, 2015 saying that remaining Bill C-24 reforms will come into force June 11, 2015 (1 week). Let's hope tomorrow's announcement provides a similar timeframe!
You said it like people outside Canada can’t instruct their friends and family in Canada who can/would then send them to CIC? If people can lie about online filing, what would stop them from lying with paper application ? Lol

Lying about online application is easier than the paper one. Having paper application can at least put some slight barrier against it though you can always argue the possibility.
The entry/exit records with CBSA are all readily available with just one click away for CIC to use , this is 2017 already, paper barrier is nothing
If the exit records are so clear then why there is still RQ and some applications can still be doomed non-routine.
If they still RQ then it doesn’t matter you send it from inside or outside , does it?
