Can anyone tell me can i work while my oswp is in the process as im in the implied status

So you have applied for SOWP and been approved? What is your status now - visitor? If in process (as in just applied) then no you cannot work.

I am on visitor visa has already applied for my oswp but ahve not got the approval so its in processing so can i work legally ??

No you can’t work. Applying doesn’t mean you will be approved. When approved then you can work.

It will take a few months to process. If refused, then wait until your spouse is on a PGWP and then reapply when she has a job and three payslips.
