I'm not aware of any situation where original birth certificates must be sent. The document checklist explains that you should sent copies unless instructed otherwise. If the document is not in English or French, you must get the copy of the document translated, and the translation must be certified. (A birth certificate from Germany will almost certainly need to be translated to English.)

Also, you can't notarize a document if it's already been signed. A notary can witness someone sign a document and verify that the signature against other government identification that the signature is authentic. A notary can also certify that a copy of a document is a true copy of the original, by reviewing both the copy and the original. But again, I'm not aware of any circumstance where CIC requires this.
My wife is from South America so all we had to do was include a copy of her birth certificate. We had to translate it from Portuguese, but not certify it or send originals.
