Just a quick question. I am sponsoring my wife outland and we are both living outsdie of Canada. I read that you need to be living in Canada to order these notes. Is that correct or have I misread/misinterpreted what they are saying? Any ideas?

The way I took it is that one of you has to be a Canadian citizen ( or PR I believe) to apply. It's not based on Country of residence. If you have Canadian citizenship even if you live elsewhere you should be ok. But that's my understanding on it.

Yeah, a Canadian citizen can order the notes for the applicant outside of Canada. My spouse and me did this as well before we came to Canada. You just have to fill in this form to do it to give the sponsor the permission to order them for you:
http://www.cic.gc.ca/english/department/atip/form-imm5744.asp

When you are in Canada only then you can order the notes for yourself, you just have to prove you are in Canada. I ordered once by myself and had to send them a copy of my passport with a stamp of entry to Canada. So basically you have to be either in the country or a Canadian citizen, not depending where you are.
