I wasnt sure where to get help for this answer so im hoping someone here can help me. Last week i applied to renew my daughters Canadian passport. She is Canadian by birth, as am i. I was told by the Canada consulate that it would be returned the last week of May. My family is currently living in Saudi and my husband has just received his copr via sponsorship. We have made all plans to leave and return home june 1. We gave notice at our home and stsrted selling things. Today i was told that the passport will now not be back until middle of june due to Ramadan and the will not expedite the process because they didnt see a sense of urgency.. My family won't have a home as of june 1. What are my options? Can we ask for the expired passport abd citizenship be returned to us and apply for a travel document? There has to be something we can do Please help

You have to talk to the Consulate. Have you gone there in person? Who told you that they will take 6 weeks to renew a passport because of Ramadan?

When we applied on the 3rd,they told us 4 weeks only. Which would have it returned the last week of may But today the embassy email me to say that it won't be back until mid june​
 
You MUST have a valid passport, you will not be allowed to get on a plane without one. Your only hope is to probably go in person to the embassy issuing your passport and ask nicely / plead for it to be sped up or maybe pay for a fast track service. Failing that, you will have to postpone your trip, for your daughter at least.

A 'PRTD' (Permanent Residents Travel Document), if this is what you were thinking of, does not apply in this situation, that is only something you can use with a valid passport in place of a PR Card. The CoPR is clearly stated a 'Not Valid for Travel' (i.e. cannot be used instead of a passport).

You will be looking at an 'emergency passport' for Canada then - see here (but likely you already know this):

It says if overseas, contact your local consulate, which I suspect you have already done. Try calling them rather than rely on slow mail? Sorry, no magic solution here. I suspect you will be down to 'hope the passport arrives in time' or reschedule travel plans for all or part of your group.

You will need a passport to travel. Even if you apply for a PRTD, you are looking for a processing time of 3-4 weeks, which will again put you back in the same spot. You can also explore, emergency passport, but if you already have one sitting with the Embassy, it is just counterintuitive to have another one instead of just returning the one they have.

I would request that you send an email, call or personally meet someone at the embassy to inform them of this, and I am sure they will accommodate.

These documents are still processed by the embassy that warned you that Ramadan is slowing their work. So citizenship status doesn't change anything.

Did they say it definitely won't be back till mid-June, or that it may not be back till mid-June.

They may just be warning you so that you have a heads up in case of a delay. It's possible it will be done sooner.

I think your best option is to try and find a hotel/AirBnb for a couple of weeks. You may very well get the passport by the first week of June and then you can immediately leave.

You seem to think that being a 'Canadian citizen by birth' makes a difference - it will not. You are applying to a Canadian embassy for a Canadian passport for her - of course she has to be Canadian for this to happen. Plan on staying an extra couple of weeks unless the passport arrives earlier I suggest.

only explain that she is Canadian by birth because i read PRTD. i thought maybe this meant "permanent resident travel document" i was just explaining the she is citizen not pr.

Yep, so PRTD does not apply to her. She needs either a Canadian passport (which you are waiting for / hoping may arrive in time) OR a Canadian emergency passport, which you would have to apply for to your local Canadian embassy / consulate.
