Hi,
I received letter from canada immigration that I dont qualify 67 points but 65 points hence application is denied.This is just before medicals.Initial app was submitted in June 2010. 4 points were removed because of marriage annullment and removing spouse points.
The question is:
1>Can I repeal?
2>How much time I have to repeal?
3>Can i give IELTS again to score 16 and ask them to re-evaluate to make 67?

There's no point in appealing - you don't qualify because you don't have sufficient points. If you appeal - it will cost you a lot of money and you'll just be refused again.

No - you can't take IELTS again to get more points. It's too late.

You'll have to apply again from scratch if you qualify and have sufficient points.
 
can we show adapatibility points for friend who has PR? Is there no other way apart from new application
 
You don't get adaptability points for friends. Only for close family. And to get adaptability points for having family in Canada, you needed to include this information in the original application. Again, it's too late now.

Your only real option is to submit a new application. Sorry.
