Option C Printout

My Canadian husband has not lived or worked in Canada for 16 years.

We can't provide an Option C Printout. My husband does not get pay slips either. Would a letter explaining that's he's worked overseas for 16 years suffice if we include bank statements with his salary credits for the last 12 months?
