I need to confirm that is this letter is official or fake.

All docs are supposed to be sent via email and then after few days the applicant receives a confirmation email thay his/her documents are received and that it will be processed accordingly. If you qualify then they contact for skype interview.
Why dont you check federal categories as new occupations have also been added. Moreover if you know someone in manitoba.. you can apply for mpnp as welll.

If I got your question right, you're asking can your wifes account or an asset be a proof of funds?

Yes, it can, but: it has to be on her name only!! for example, if your wife has money account, it has to be on her name only, or if it's shared account, it can only be shared with persons who are coming with you to Manitoba. same goes for houses, lands, shares or other things you can use as proof of funds.

I applied for Quebec skilled workers program in 2011 but later realised that i am required to submit my knowledge of french language at a B2 level, so i withdrew my application because i am not ready to study french language at this stage of my life.

Now i learned about the city of Morden and am so interested in the opportunity, can I go ahead and apply or would the fact that i had applied before to the province of Quebec ruin my chance even though i had withdrawn my application?
