Yes! they never said "no" to opening for int'l students, the way the school association has explained it to me is that Ontario was simply late at submitting the plans, while other provinces have done earlier, and Ontario is one of the biggest provinces with 1500 schools total. Now certain school boards are updating their plans, so if not updated by the 17th November then by the 4th update (December 1) it could be updated. But it is unlikely that Ontario will be the only province to say "no" to international students since they will lose a lot of money and credibility because they know international students would simply apply to other provinces. So we just have to be positive and wait until it is updated. Thanks for your information. So what you saying is that the schools in Ontario haven't summited their plan fully before, that's why they didn't make the list; now they have the complete plan, therefore they will be on the list soon?
For example check this plan they have for international student York Catholic Disctrict School Board (YCDSB) they have 101 schools: https://docs.google.com/presentation/d/1YGiDgQgbfKh7uM25l9CfPOu3sghpd0iKxSAxpwubijc/edit#slide=id.g9132d70695_0_40
