Opening a Bank Account in Scotiabank while still in home country

Hi guys.. Who has tried opening a bank account in Scotiabank while still in their home country? I've read in their website that it's one of their services. furthermore, they said immigrants can apply for credit cards while still in their home country. Who has tried doing that? Thanks for those who will answer
