Open Work Permit

Hi To whom it may concern,
I dont know if this is the right thread to post my concern,
My friend is workng here in canada as a caregiver and I have a question, can he apply open work permit alone without applying for family sponsorship?
we've been encouraging him to apply a work permit now that his eligible to do so but he said something that he read that he needs to apply OWP at the same time as family sponsorship, coz his family is still in the Philippines.

thank you for replying, for now we encouraging him to apply OWP, and maybe applying for PR will follow, but now since his family is in the Philippines, can he just apply OWP first without applying for PR, because he is still thinking if he wants to live here with his fam, he just wants to work for now, I think he's already eligble to apply for OWP, just dont know if it needs him to apply for family sponsorship at the same time..

How do you think he's eligible for an OWP? Under what program? You aren't eligible for an OWP simply because he is in Canada.

Unless he's married to a Canadian or a PR himself, he can't take part in family sponsorship.

Please be more clear in your question.
