Keep in mind if you apply from within Canada, you forfeit your right to appeal the decision. You can still apply "Outland" even though you are in Canada. This is what I did.

j2m if he applies "Outland" then he will no longer be on implied status in Canada. And may subject to deportation once Border Service Agents will find out about him illegally living in Canada.

It is better for him to apply "Inland".
