Okay, I think it's clearer now... you should know that the LMO assessment depends on labour market conditions in Canada for the particular occupation in the particular region where the job is located. There are slightly different factors to consider depending whether the job is NOC 0, A, B, C or D.
At the work permit stage, your work experience and qualifications will be assessed against the job duties.
So the employer has to satisfy HRSDC/Service Canada to get the LMO while you have to satisfy CIC to get the work permit and TRV.
