Hello im applying for PR under the live in caregiver program for my sister, she is been working the 2 years already and my questions:
1) they say you can apply for open work permit at the same time, but after reading everywhere in the CIC site i think this is only possible if I apply under the caring for kids or elders pathway and not for the regular live in caregiver and she doesn't qualified for this new pathways,
Can she still apply for open work permit?
2) the processing time its very long 51 months!!! is this for real or actually takes less time?

if you will apply for PR under the old live in caregiver program, yes you can apply for open work permit at the same time. with 51 months processing time, you need that open work permit while waiting for your PR to be approved.
while for the new pathways, the processing time is only 2 months as of this time, so you really don't need an open work permit if you will become PR in 2 months.

I have another question : my sister is been living in canada for 3 years but only worked for 2 years, i know that people are allow to work for 4 years only and then they have to stop if they are temporary resident, How does a person do if they can't work while waiting almost 5 years to get a PR. is it possible to extend this period to beyond this 4 years?

after 2yrs of working as live in caregiver, she should've applied for permanent residence and open work permit. I think open work permit is usually approved in 3 months. that way she can find another job other than just live in caregiver. she have a valid status to stay in Canada with an open work permit. but without that, yes she should leave Canada after 4yrs
