They didn’t mention in refusal letter about IEC… only mention NOC skill level …..in Canada website it’s clearly mention that IEC participant spouse can apply for open work permit… he has 2 years work permit.

You can try to reapply with another employment letter that clearly states your spouse’s job is for more than 6 months with payslips. Also i matching the job to the NOC, title doesn’t matter. The responsibilities must match so make sure they do. Assume he is not living in the rental properties he is managing. How much longer does he have on his permit?
