This may be a stupid question...but here goes.

We submitted hubby's application for PR with SOWP in March. With the whole pandemic going on, obviously everything is delayed. And with the announcement that the ircc are processing online applications but not paper applications leaving the status of his application in confusion it popped into my mind that maybe he could apply for an online open work permit seperate from SOWP. He was approved for his visitor visa extension last week so according to the list of who is eligible... he would be eligible to apply.

Would this be an good option? We are trying to cut down on wait times as we are likely 4-5 months away from receiving his work permit. And this is even if they are going ahead with the paper applications.
 
It's not exactly clear what you two are doing; if you're sponsoring him then why would you need a SOWP? Do you mean a BOWP? He would presumably have implied status on that. And by visitor visa do you mean a TRV or did he apply to change his status to visitor?

SOWP - spouse open work permit. What is a BOWP?

He is American. His 6 months ended April 12th so we had to apply to extend 30 days before that. He was on implied status while waiting and He was just approved last week.

We applied for PR for him with SOWP. But those work permit applications are potentially on hold while online are being processed. Wondering if he should apply of an open work permit online.
 
A spousal open work permit is for the partner of someone in Canada temporarily as a skilled worker or student. If you're a Canadian PR or citizen sponsoring him then a SOWP is irrelevant as far as I know.

A BOWP is a bridging open work permit for someone who was working in Canada and applied for PR. However, if he entered as a visitor then that's also irrelevant.

It sounds like you should apply for a regular open work permit online.
