Open work permit Question

I was assessing a family members eligibility through Find Out if You're Eligible to Apply and the final answer was you are eligible for open work permit. so after that I'm stuck at What type of work permit do you want to apply for?. He has been working for more than 3 years in Sri Lanka as a compliance executive.

If someone can please guide me in the right direction to what i should do, that would help me out a lot.

The answer should be "open work permit". Just keep answering the questions and you will get a document checklist at the end.
Also, are you sure your friend qualifies for open work permit? because only a very few people with special circumstances qualify for it.
