he can apply for BOWP if he already receives AOR from cic and his current work permit is set to expire within next 4 months.
is he already nominated by a province?

I recently extended my work permit which was about to expire and I was given a choice of either a 1-year open work permit (most commonly referred to in the forums as BOWP = bridging open work permit) or a 2-year closed work permit (since I am currently employed). As canadavisa13 mentioned, you'll need to have a work permit which is expiring within the next 4 months and an AOR from CIC with regards to your PR application. I'd highly recommend applying for an extension as close as the expiry date of your existing work permit as possible. I was surprised that they didn't use the start date of my new work permit to be the day after the expiry date of my old work permit, but instead used the day they processed my work permit extension application as the start date.

How did they give you a choice?

I was gearing my application towards an open work permit (I didn't submit my job offer letter) but did indicate in one of the forms that I'm currently working full-time. Surprisingly I received a call from the officer handling my case and she asked me whether I'll prefer a 1yr open or 2yr closed work permit. I chose the former btw.
