I am coming to vancouver via montreal. I have a query that will i get the permit in montreal where I land Initially or in Vancouver where I am going to stay.

Immigration formalities are done are your first port of entry. Ensure you have a long enough layover in Montreal.

Just have 2 hours of layover. Is it enough to get it done in 2 hours ??

No one can answer that. It all depends on how many officers are working, how many planes are landing, how many people are in line ahead of you etc. It is generally recommended to have at least 3-4 hours.
