Is work experience under an open-work permit of a spouse of an international student will count as Canadian experience? Thus, will earn CRS points for EE?

I think so, provide you complete the year and the experience is under NOC 0, A, B skill type and the job is a full time 30 hrs and above

Yes, as long as it is skilled and at least one year (or equivalent of one year in part-time experience). BTW, it does not need to be full-time, but part-time experience is pro-rated...
