first thing your pnp letter must not have any restriction about employment.
secondly i m not sure but so many cases i heard that nowadays cic doesnt give open work permit
if eligibility not passed.( Still not sure about this ).you can try to do flagpoling if you r in valid status
and have pnp support letter (work permit extension related).so many forum guys got open work permit
on border so u can try but make sure have all necessary documents before leaving border.
still get some more advise in forum .

if you are asking about dependent's work permit then dont worry your dependent always get

When you have LMIA for NOC C, your family can be in Canada only on Visitor permit.
After AOR file number, if it's mean first approve, suppose family member can change visitor on open work permit or not. It's questions

you don't need any AOR to apply for open work permit for your wife. You just need the pnp nomination letter and apply along with that. Then Iam 100% sure she will get open work permit. Iam also in same situation last year and my wife got her work permit. She is already working in canada and she also got her t4 Gud luck bro.

I got nominated by Manitoba and i work under Noc C. I was unmarried at the time i got my nomination which was last year. So my husband was not my dependent on my nomination letter. Would i be eligible to apply for his open work permit if i work under Noc c. Can anybody respond please. Very urgent. Thanks

Like i got married in July 2018. I sent all my husband’s documentation to get his name added. But i am still waiting as his name did not got added to my file yet. Bit worried about this long waiting time.

It will be already added till now your and his file number will be same you can call cic number and ask them but pretty sure you guys will get medical requests s
