Open work permit for the spouse - when to ask

Hi
We are planning to move to Canada for a couple of years. I'll apply for the study permit.
Supposing, the process will be smooth (I've got 7 in ielts academic), when should I ask for the work permit for my husband?

After I'll get the study permit? When I'll arrive to Canada?

Once you will be here you can apply for work permit, I am not sure but you have to finish semester 1 and then show the proof of your exam results and also proof that you paid fees for second semester. Thats what my friends did it.
