Open Work Permit for the common-law - Can not get the IMM5904 PLEASE help!

Hi everyone,

A common law who is outside Canada and has his partner in Canada studying in a College. Now he wants to come to Canada with a open work permit but because they are apart, they can not sign the common law statement together.

What should we do???

Is it possible to have each one signing the form separately?
