Open work permit for spouse of Canadian citizen

Hi all

I am a Canadian citizen and I was wondering if there is any way for my husband, a Romanian citizen, to receive an open work permit for Canada (some background info on him: he's turning 31, master's degree and working as a software developer).

Only if both of you are in Canada, you sponsor him for PR using the inland application route and include an OWP application with the inland application. The OWP will be approved around 4 months after the application package is received.
