Open work permit for spouse - incredibly vague instructions

Hello.

I'm currently filling out the paperwork for my study permit in Canada (finally received admission offer from school the other day), and I'm having quite a lot of trouble understanding the "Open Work Permit" thing that I'm supposed to be able to apply for my wife.

On the application checklist, it says: "In addition to a study permit, I am submitting applications for the following: Open work permit for spouse/common-law partner (completion of separate application kit required including police certificate and curriculum vitae/ résumé)"

No details on which separate application required, just that it's important that you complete a separate application kit. Is it a full-fledged work permit application? Hardly, since that requires you to fill out information about your prospective employer, your salary and when you start working. And it also asks for information about the applicant's spouse, should we just switch places here and she be the main applicant and I the spouse?

Ok, no problem, let's just look up the information on the CIC site. It should clear things up. The work-spouse.asp CIC page (not allowed to post links apparently) says that my spouse is indeed eligible for an open work permit, good to hear. But how? Let's click the link for the application package, in step 1.

Wait, what's this? "Application to change conditions or extend your stay in Canada as a worker"? What?

This application is for temporary residents who are already in Canada and wish to:

extend their stay;
change the conditions of their stay;
change their type of temporary status; or
correct problems with their status.


She's not a temporary resident, and she's not changing, correcting or extending anything? Why would this be linked as the application kit for a spouse looking to apply for an open work permit? And that form asks for your current Canadian address, when you first arrived in Canada and all sorts of other stuff that is in no way applicable here. What's going on here? This is incredibly confusing.

Can anyone tell me which application kit exactly is referred to in the sentence "In addition to a study permit, I am submitting applications for the following: Open work permit for spouse/common-law partner (completion of separate application kit required including police certificate and curriculum vitae/ résumé)"? Thanks.

Someone has to know something about this.

PS: Does anyone know if having my passport expire just before the study permit lasts will pose any problems? Mine expires May 25th 2012, and I'm guessing the study permit lasts through that summer. I'll renew it in the meantime of course, but I'm wondering if this will be a problem in the application process.
