Open Work Permit for Spouse from USA

I have my WP in process and applied for Spouse and Kid's Dependent TRV.
My spouse works in US on H1-B and I would be traveling to Canada from India.

Question is:

a) Can she file for Open Work permit from USA while my WP is in process by linking to my UCI ?
OR
b) She needs to wait till I enter Canada and then she applies
OR
c) She needs to enter into Canada on Dependent TRV and then apply at port of entry ?

What are the processing times right now ?
- If applied from USA
- If applied inside canada/ at port of entry ?

1. She can't apply for a SOWP until you have commenced work and have 3 pay slips. Also your job has to be NOC A, B, or O
2. Everyone has their own UCI

Thank You.. My NOC is A.
Is it absolutely mandatory to have 3 pay slips ? Can't she travel and apply from the POE ?
I heard cases where spouses have got OWP at the POE and also got in parallel to primary applicants WP application.

1. Here is what IRCC says

If your spouse has an open work permit (e.g. post-graduation work permit), you must attach a copy of your spouse’s work permit to your application for an open work permit, along with:

  • a letter from your spouse’s current employer that confirms they work there in a NOC 0, A or B occupation, or a copy of your spouse’s employment offer or contract, and
  • a copy of your spouse’s recent pay slips
2. Except that you won't be entering Canada with your spouse, she is in the US, you will be arriving from India.
